eBay recently made modifications to how taxes are handled in instances that eBay receives tax payments and refunds for sellers. eBay is accountable of collecting and remitting online sales taxes (IST) across a number of US states. It also is responsible for collecting and remitting tax on goods and services (GST) for Australia as well as New Zealand.
Changes in the following areas are in effect from November of 2019:
When eBay has to take tax payments (IST as well as GST) from customers, the order amount sent for processing will reflect the total order total, including tax.
After tax is paid, the amount is automatically subtracted for the purpose of remittance to an relevant taxing authority.

Be aware that these changes do not affect sellers who have opted in to managed payments through eBay. It is important to note that the eBay Collect & Remit Tax process isn't changing to sellers participating in the managed payment program.eBay customer service
